Short answer
Yes. Active Matter has a dedicated PvE mode, so you can play without fighting other players. You can enter PvE alone or cooperatively, but the official FAQ warns that solo play is more difficult. Not every location supports every mode: some locations are reserved for PvPvE, PvP or PvE.

PvE, PvPvE and PvP
PvE removes hostile player combat and lets you focus on creatures, anomalies, objectives and extraction. PvPvE combines those threats with other operatives. PvP is the dedicated player-versus-player option.

What “PvE-only” does not mean
Dedicated PvE does not make the entire game PvE-only. The official FAQ states that mode access varies by location. A guide should therefore check the current raid-selection screen instead of promising that every map, objective or reward path is available in pure PvE.
The official sources do not publish one universal PvE limit, ticket count or reward multiplier for every version. Those values should be checked in the current client or patch notes before being quoted.
